Even when reported, abusers get a mere slap on the wrist and a fine, and are then released back into society. In my eyes, if you have it in you to murder an animal, you have it in you to kill a human. The same punishments should be given, whether it be man, canine, feline...if you burn a human to death, you'll be in jail for life...so why should it be any different if you burn a dog to death?
