The foreign money is right now in Kabul with the foreigners and aid agencies who are happy to spend it. For long term reconstruction it is good but don't close your eyes to the current level of corruption and prostitution. I can tell you that middle aged Afghani men from abroad go there only for prostitution. Many of these expatriates are themselves married with adult kids!!!
