That was Hiei's bday present to her in the last book (albeit a twisted present-but I guess it fits thier style)-which is kinda the same significance as Hiei breaking her shackles as him doing what he can to help her. I've never seen their relationship as a really love kind of thing, more of a brother sister realtionship, but everyone has their own thoughts and own ideas. Though I don't really like how Mukuro is in this OVA.
